Bowie allegedly planned to use the guise of a food delivery worker to bypass security measures. According to the legal filing, she intended to place an explosive device inside a "DoorDash bag" to avoid suspicion while targeting New York State Senators during their meetings. To facilitate this, she reportedly planned to take "picnics" near the capital and drink coffee in the observation hall to study the buildng's security prtocols.

The logistics of the alleged attack involved a specific trip to a Home Depot in Rensselaer on August 5. During this visit, which lasted approximately 28 minutes, Bowie reportedly used $200 provided by two undercover informants to purchase bomb-making materials. One of the items purchased was a large plastic bin filled with nails, which Bowie allegedly intended to use as shrapnel.
The FBI's investiation highlights the calculated nature of her preparations. The complaint notes that Bowie expressed a specific desire for the nails to be large enough to maximize damage. This tactical planning was part of a broader scheme to execute the bombing before fleeing to Syria to join ISIS-controlled territories.
A July 16 connection with an undercover FBI facilitator
The federal investigation gained momentum after Bowie began communicating with an FBI informant posing as an ISIS facilitator on July 16. During these interactions, Bowie allegedly pledged her allegiance to the Islamic State in an audio message and expressed her intent to "poison these infidels ."

On July 18, Bowie reportedly sent the informant circled images of the building, which she claimed to have taken from a nearby observation hall. By August 13, the situation escalated when Bowie allegedly asked the informant for assstance in acquiring a handgun and ammunition to supplement her explosive plan.
